Nose piercing details?

im only thirteen but for my fourteenth birthday, i really want a stud on the right side of my nerve. i tried talking to my mom about it, but she called me a redneck :( its something that i want really badly and i will make it work no matter what. in wisconsin, how much does it cost? do you need parent consent? how long do you have to wait until you can take it out for short periods of time? how can you cover it up till then? and anything else you think may help. please dont lecture me on listening to my parents and keeping their trust. i want this more than anything and ill appreciate any helpful piece of information.
