Y rnt I losing any weight? Arghhhh?

I gavE up smoking about 3months ago and knowing that can lead to weight gain I also started healthy eating (i was already eating well but became a lot stricter) I cut carbs right back, hav smaller serving sizes, avoid takeaways, sugary drinks, I only drink about a third of what I used to, I go to the gym 4 or 5 times a week, 2 sessions r half weights half cardio, the others just cardio. I often increase my levels so ITs always challenging too. I also walk between 40mins and an hour n a half 6 days a week. I can tell I'm toning a little more n feel great but I'm not losing weight? I don't know what more I can do? it may pay to know I lost about 20kg a few years ago, over the years I've gained mybe 7kg of that back. I'm 22years old, and weight about 85 kg. I have polycystic ovaries too. My arms and legs r relatively small it's mainly in my hips n stomach n . Thanks guys
